2.00 Administrative Procedure

The function of the Board of Trustees of Community College District #16 is primarily the formulation of policy to direct the operation of the District. The Board employs a President who is charged with the administration of Board policies and directives and the operation of the institution in line with the Board's communicated intent. In the interest of providing guidance to the President and his/her administrators, certain policies have been established which govern resolution of District and community problems coming under the jurisdiction of the Board of Trustees. The policy of the Board of Trustees of Community College District #16 is that District and community problems falling within its jurisdiction shall be submitted for resolution through these established procedures prior to being submitted for consideration of the Board.

If the individual or group is associated with the College, the chain of command shall be followed in attempting to resolve any issues of concern. If the concern reaches the President, the President will attempt to resolve the issue.

Any individual or group not associated with the College, who has a concern about the College or persons connected with the College, shall make arrangements to meet with the President or the President's designee for resolution of the concern.

Should the President be unable to resolve any concern that is properly submitted, the President is responsible to inform the Board of Trustees. The Board may then deal with the problem or otherwise direct resolution of the issue.

No individual or group should appear before the Board of Trustees to present issues or concerns until they have fully utilized established procedures available through the administration.

This policy shall not be applied contrary to any rights guaranteed in existing policy or applicable law.

2.01 - Advertising

Advertising practices are governed by regulations issued in the under Sections 7.40.00 Recruitment Information and 7.50.00 Printing of Publications which place requirements on the use of advertising for course and enrollment information to prospective students. The policies provide approved means for distributing course and enrollment information. Special events and activities of the college are often exempt from these policies.

The college attempts to meet course and enrollment information needs of prospective students through the use of a catalog, quarterly class schedule, news releases, public service announcements, and by publications and promotional materials such as special purpose brochures and outreach efforts that provide information about programs or services.

Because other policies, such as YVC鈥檚 2.06 Media Relations and YVC鈥檚 2.09 Publications and Promotional Materials, impact advertising to a considerable extent and because of the multiplicity of advertising techniques, those wishing to advertise should contact the Community Relations Office for assistance with procedure.

2.02 - Delegation of Authority

WHEREAS the Board of Trustees of Community College District #16 is authorized by RCW 28B.10.528 and RCW 28B.50.140 (14) to delegate to the President or her designee any of the powers and duties vested and imposed upon it by law, and

WHEREAS the Board of Trustees desires to delegate certain of its responsibilities to the President or her designee to ensure the efficient and orderly operation of the College with respect to general administration, governance, personnel administration, and business and financial affairs,

NOW, THEREFORE, BE IT RESOLVED by the Board of Trustees of Community College District #16 that effective March 13, 2025, it delegates to the President authority to act for the Board of Trustees and in the name of the Board of Trustees with respect to the following functions:

  1. Appointing authority for employees employed pursuant to RCW 28B.50.140(3) including all administrative/exempt personnel and faculty, except the position of college president.
  2. Contracts and agreements related to the operations of the District that have been approved in the operating budget by the board of trustees. Acquisition of supplies and equipment shall be in accordance with regulations prescribed by the State Office of Procurement and in compliance with RCW 43.19.
  3. General operations of the instructional and service programs of the District with respect to curriculum development, the schedule of courses and programs offered, publication of catalogs and other program announcements, and provisions for contracted educational services as authorized by RCW 28B.50.140 (16) and WAC 131-28-027.
  4. Requests for and receipt of grants or contracts covering research or service activities to be provided by the District.
  5. Receive gifts of personal property, from public or private sources, in trust or otherwise, when the terms and conditions thereof will aid in carrying out college programs. Each receipt shall not exceed $100,000 per year.
  6. Investment and reinvestment of current funds or trust funds, and the acquisition, sale or transfer of bonds, or certificates of investment.
  7. Transfer of revenue between funds to facilitate prudent accounting practices.

BE IT FURTHER RESOLVED that the President delegates these powers to the Vice President for Instruction and Student Services and/or the Vice President for Administrative Services, when authorized as President's designee.

2.03 - Social Media Procedure

Purpose

麻豆视频 (YVC) supports participation in online communities and given the ubiquity of social media, it is important for YVC employees to be aware of information security and privacy risks as well as ethical, professional, legal, technological, personnel and interpersonal issues associated with the use of social networking and media. These guidelines are intended to help faculty and staff make effective use of social media while also reducing the risk of negative incidents.

Social media applications allow users to post content and share information, photos, and opinions with others online. Postings and content ownership are subject to the terms and conditions and/or privacy policy of the social media provider. Examples of social media include, but are not limited to:

  • Social networks, such as Facebook or Instagram
  • Professional networks, such as LinkedIn
  • Video sharing, such as YouTube and vlogs (video web blogs)
  • Audio sharing, such as podcasts
  • Photo sharing, such as Flickr and Photobucket
  • Social bookmarking, such as Digg and Reddit
  • Public comment sections on webpages (such as those for online news sites)
  • User created web pages such as blogs, Wikis and Wikipedia, and
  • Any other internet-based social media application similar in purpose or function to those applications described above.

These guidelines apply to department or program (academic or administrative) sponsored social media. In addition, they refer to existing YVC policies, as well as state and federal laws, that prohibit certain actions by faculty, staff, volunteers and student employees.

  1.  Be Thoughtful About Your Posts
    Privacy doesn鈥檛 exist in the world of social media. Search engines can turn up posts years after they are created and comments can be forwarded or copied, even if you鈥檝e deleted a post. Any post has the potential to become widely known. If you wouldn鈥檛 say something at a public meeting or feel comfortable with it appearing on the front page of the local paper or evening news, carefully consider whether you should post it online. If you are unsure about posting something or responding to a comment, don鈥檛 hesitate to seek advice from your supervisor or the college鈥檚 Community Relations staff.

  2. Maintain Confidentiality
    Do not post confidential or proprietary information about YVC, its students, alumni or employees. Use good ethical judgment and follow the college鈥檚 policies and federal requirements, such as the Family Educational Rights and Privacy Act (FERPA). Under FERPA, directory information (information contained in the education record of a student which would generally not be considered harmful or an invasion of privacy, such as a student鈥檚 program of study and participation in officially recognized activities and sports) may be disclosed while non-directory information (such as race, nationality or gender) may not be disclosed). Social media are public forums 鈥 do not post anything that is not suitable for presentation in a public forum.

  3. Remember Your Audience
    A presence in the social media world is or easily can be made available to the public at large. This includes prospective students, current students, colleagues, peers, your supervisor and the media. Consider this and whether a post may alienate, harm or provoke these or other groups.

  4. Strive for Accuracy
    Get the facts straight before posting them on social media. It is better to verify information first than to have to post a correction or retraction later. Review content for grammatical and spelling errors. Take care in sharing/retweeting content of questionable accuracy posted by others.

  5. Don鈥檛 Feed the Trolls
    If someone doesn鈥檛 have a legitimate complaint, it鈥檚 best to ignore them until they get bored and move on rather than potentially escalating a situation. If someone is being abusive or harassing, you can mute or block them, and you can always contact the college鈥檚 Community Relations team for support.

  6. Do Not Engage In Cyberbullying
    Do not harass, libel, slander or embarrass anyone. Do not post any material that is obscene, defamatory, profane, libelous, threatening, harassing, abusive, hateful or embarrassing to another person or entity. Individuals may be held personally liable for defamatory, proprietary or libelous commentary. Keep in mind YVC is an equal opportunity employer and familiarize yourself with the college鈥檚 policies covering non-discrimination and sexual harassment.

  7. Take Care with Satire and Sarcasm
    Satire and sarcasm often don鈥檛 translate well on social media and can easily be taken out of context. Take care, especially if a post could be perceived as offensive without more context.

  8. What About Disclaimers?
    Even if you don鈥檛 specifically state your affiliation with 麻豆视频 in your profile, people are very likely to be aware of that affiliation. In all social media interactions, whether or not you use a disclaimer in your profile, you may be perceived as representing YVC

Violation of any YVC policy by faculty, staff, volunteers or student employees while using social media will be treated similarly to any other violation of YVC policy. Individuals who violate YVC policy in the context of the use of social media will be subject to disciplinary and/or corrective action(s) when applicable. See below for a non-exhaustive list of YVC policies and state and federal laws that YVC members should consider while using social media:

Non-Discrimination
You may not engage in actions that constitute discrimination, sexual harassment/harassment/retaliation/disparagement on the basis of protected categories, such as race, color, sex, age, sexual orientation and disability. For more specific guidance, see the Non-Discrimination and Non-Retaliation Policy.

Confidential, Proprietary and Trade Secret Information
Confidential, proprietary and trade-secret information about YVC or its affiliates, students, employees, or alumni may not be posted. Disclosing student educational records or personally identifiable student information violates the .

Copyright and Intellectual Property
Copyright and intellectual property rights must be preserved. Violations may result in lawsuits, fines, and imprisonment. Copyright content can be very valuable; owners may routinely search to see if their material is being used without permission and may take steps to enforce their rights.

Personal Liability for State Ethics Law Violations/Executive Ethics Board/Administrative Policy Statements Regulating Employee Behavior
The use of YVC resources, internet access, networks, and time on the job is subject to a number of YVC policy or specific state of Washington regulations.

Personal Use of College Facilities, Computers, and Equipment
As employees of Washington state agencies, faculty and staff are subject to State law and YVC policy that prohibits the use of computers and networks for most personal use except under certain circumstances. Individuals who violate YVC policies regarding the personal use of resources, facilities, computers, and equipment, or policies regarding outside work and conflict of interest are subject to appropriate disciplinary or corrective action, including dismissal. 

State of Washington Ethics Regulations
Violations of State Ethics Laws result in personal liability. For more comprehensive information, see the Washington State Ethics Board. The Executive Ethics Board鈥檚 determinations and actions are independent of any disciplinary or corrective action taken by YVC.

In addition, the Washington State Executive Ethics Board has the authority to investigate allegations of improper use of state resources and is charged with enforcing laws and rules prohibiting state workers from improperly using state resources. .

State resources may not be used to support, promote, or solicit for an outside organization or group unless otherwise provided by law and YVC policy, to assist an election campaign, promote or oppose a ballot proposition or initiative, or lobby the state legislature. 

Supervisors are responsible for monitoring the use of state resources, determining whether frequency or volume of use complies with the law, counseling staff as needed, and revoking access privileges, if necessary. There is no expectation of privacy when using a YVC resource to visit internet websites. For example, email communications and internet use may be subject to disclosure under the Public Records Act or for audit purposes. .

2.05 Legal Assistance

The Attorney General's Office is the official legal advisor to all college boards (RCW 28B.10.510). An Assistant Attorney General is assigned to work directly with the Board and administrative officials. Advisory services include:

  • Oral advice in response to informal requests
  • Memoranda in response to written requests
  • Letter opinions appropriate to the College and circumstance
  • Formal opinions in response to specific formal requests which are publicly distributed

The Assistant Attorney General assigned to YVC works directly with the President (or the President's designee) and the Board of Trustees. For matters within the scope of their authority, the Vice Presidents or the Director of Human Resource Services are authorized to contact the appropriate Assistant Attorney General. All other contact with the attorney must be approved by the President and must be limited to specific legal questions.

To obtain legal information:

  1. The staff member seeking information should first confer with the appropriate vice president.
  2. The vice president will determine if such information is already available and, if so, obtain it for the staff member.
  3. The vice president will pursue the matter with the President who may authorize contact with the attorney directly or may handle the contact personally.

When the requested information or advice is received from the attorney, the contacting administrator will provide the information to all concerned parties.

2.06A - Medial Relations

All media relations, including communication with local, state, and national media, are coordinated by the YVC Community Relations Office under the direction of the Public Information Officer.

The Community Relations Office continually seeks information and newsworthy stories from the college community to promote to local, state, and national media outlets. This includes working with print, radio, television, and electronic media services.

The Community Relations Office maintains a record of media coverage about YVC and archives these files through the record storage procedure.

  1. If divisions/departments have newsworthy information for public dissemination, it should be processed through the Community Relations Office.
  2. When possible, allow sufficient lead time of at least 4 鈥 6 weeks to process requests.
  3. The Community Relations Office will distribute the information to the appropriate media sources. Copies of news releases will be sent to the person(s) involved.
  4. The Community Relations Office will schedule interviews with media contacts and appropriate YVC personnel.
  5. If YVC personnel receive a request for an interview on information related to the college, the requestor should immediately be directed to the Community Relations Office for assistance.
  6. The Community Relations Office will schedule press conferences as appropriate, including booking facilities, arranging for YVC personnel to be present, and contacting the media.

2.07 - Problem Resolution Local

WHEREAS, in the community college system of the State of Washington occasional disputes arise between the faculty, staff, students, and administration and the president of local community colleges; and

WHEREAS, the Washington community college system was established on the premise of local control with appointment, by the governor of the state, of a five-member Board of Trustees residing within the community college district; and

WHEREAS, disputes within the college, such as between the faculty and the president; between students, faculty, staff, or president; or administrators and the president, all are local community college matters; and

WHEREAS, it is the obligation of all local entities within the community college system to resolve their problems at the local level;

NOW THEREFORE BE IT RESOLVED that dispute involving students, faculty, staff, or administrators are local matters and should be dealt with at the District level unless the local District requests outside assistance to help resolve the matter or statutes provide an alternate process.

2.08 - Public Records Request

Purpose

The purpose of this procedure is to ensure compliance by the college with the provisions of state law dealing with public records. This procedure will also provide a method by which 麻豆视频 (YVC) staff will review and respond to public records requests. The information contained in this document is designed to aid both those requesting public records and those responding to public records requests. The procedure should assist in guiding expectations of requesters and providing notice of the process to appeal a records decision, if necessary.

YVC will provide records requested by the public as provided in this procedure, unless such records are exempt from disclosure under or other laws under which disclosure is regulated. 

Public records include any writing containing information relating to the conduct of government or the performance of any governmental or proprietary function prepared, owned, used, or retained by any state or local agency regardless of physical form or characteristics; including but not limited to, physical records, electronic records, computer files, email, texts, and instant messages, except that certain personal and other records are exempt from the definition of public record see RCW 42.56.

Access to the college鈥檚 public records shall be through the Public Records Officer (PRO) designated by the college. The person so designated shall be located in the administrative office of the college. The PRO shall be responsible for implementing the college rules and regulations regarding the release of public records, coordinating the staff of the college in this regard, and generally ensuring compliance by staff with the public records disclosure requirements of RCW 42.56, , and .

YVC personnel will aid public records requests by reasonably ensuring that public records are protected from damage or disorganization that will aid in preventing delays in fulfilling public records requests. No YVC employee will intentionally conceal a record if the employee knew the record was required to be released under the RCW 42.56 (). YVC personnel will not destroy or transfer records to the Washington State Archives that are responsive to active public records requests.

Public records shall be available for inspection and copying during the customary office hours of the college. The customary office hours shall be from 9:00 a.m. to noon and from 1:00 p.m. to 4:00 p.m., Monday through Friday, excluding college holidays.

  • Making a Public Record Request.

While requesters are not required to submit their public records request on YVC鈥檚 online request form, it is recommended as the most efficient method to process requests.

Any person wishing to submit a public records request may do so by one of the following methods;

    • online using the college鈥檚 ,
    • by email to publicrecords@yvcc.edu,
    • letter by mail to Public Records Officer, 麻豆视频, PO Box 22520, Yakima WA 98907,
    • by phone call to the Public Records Officer at 509-494-7976,
    • or in person during YVC鈥檚 normal business hours to any staff member.

  • Processing Public Record Requests.
    • Any staff member receiving a public records request should immediately forward that request to the college鈥檚 designated public records officer.
    • The PRO or designee will process the request and within five business days of receipt of the request (day one is the first working day after the request is received), will do one or more of the following;
      • Acknowledge receipt of the request and make the records available; or
      • Acknowledge receipt of request and provide a reasonable estimate of when the records will be available, the PRO or designee may provide records in installments; or
      • If the request is unclear, acknowledge receipt of the request, ask the requester to provide clarification and provide a reasonable estimate of when the records will be available, the PRO or designee may provide records in installments; or
      • Deny the request. Denials of requests for public records will be accompanied by a written statement specifying the reason for denial.

  • No Duty to Create New Records.

The college is not obligated to create new records to satisfy a records request; however, the college may, at its discretion, create such new records to fulfill the request where the college deems that method of response to be more expedient.

  • Exemptions

The Public Records Act and other statues exempt or prohibit disclosure of certain records. Requesters should take note that there are many exemptions contained outside of the Public Records Act that may restrict the availability of some records.

If the college deems a record or a portion of a record is exempt from disclosure the PRO or designee will provide an exemption log that will describe the record and state the specific exemption.

Some of the college鈥檚 most common exemptions are listed below. This list is for informational purposes only and is not intended to be an exhaustive list of exemptions. Failure to list an exemption shall not affect the efficacy of an exemption.

    • Personal information in files maintained for college employees to the extent that disclosure would violate their right to privacy, including but not limited to residential addresses, residential phone numbers, Social Security numbers, driver license numbers, voluntary deductions, and any garnishment deductions (RCW , , )
    • Bank or Other Financial Information such as credit/debit card numbers, electronic check numbers, card expiration dates, or bank or other financial information (RCW
    • The release or disclosure of student educational records is governed by the Federal Educational Rights and Privacy Act (FERPA), .

  • Administrative Review of Denials of Public Records

Any person who objects to the denial of a request for a public record may petition for prompt review by submitting a written request for review.

Immediately after receiving a written request for review the PRO or designee shall refer it to the president of the college. The president or designee shall complete the review within two business days after receiving the request for review.

Whenever the college concludes that a public record is exempt from disclosure and denies inspection, the requestor may request a review of the matter by the office of the attorney general or may file a lawsuit in superior court in the county where the record is maintained. A written request for review by the attorney general鈥檚 office, along with a copy of the request and the college鈥檚 denial, should be sent to:

  • Charge for public records.

The college may charge a fee of fifteen cents per page of copy for providing copies of written public records and for use of the college copy equipment. The college may charge the actual cost for providing copies of public records, including mailing costs and costs for duplicating audio tapes, video tapes, and other media. These charges are the amounts necessary to reimburse the college for its actual costs incident to such copying and mailing. All fees, unless waived, must be paid by money order, cashier's check, or cash in advance.

The public records officer is authorized to waive the foregoing costs. Factors considered in deciding whether to waive costs include but are not limited to: Providing the copy will facilitate administering the program and/or the expense of processing the payment exceeds the copying and postage cost.

Pursuant to RCW 42.56.070, the College has made available to all persons a current index which provides identifying information as to the following records issued, adopted, or promulgated since January 1973. The current index shall be available to all persons under the same rules and on the same conditions as are applied to public records available for inspections.

2.09 - College Publications and Promotional Materials

Policy

State regulations establish firm guidelines for publications by state agencies. Restrictions include the types of materials an agency may publish; the manner in which they may be produced; where, when, and how they may be used; and the amount of money that can be expended (RCW 40.07, 43.19).

Guidelines and mandatory requirements for print and digital publications, promotional materials, and videos can be found in the 麻豆视频 Brand Identity Manual. All college publications, promotional materials, and videos created for distribution must be approved by the Community Relations Office prior to production. Exceptions include exams, classroom materials, and information shared for instructional purposes.

  1. Publications produced in print and web formats, promotional materials, and video produced for distribution must be approved by the Community Relations Office and follow the 麻豆视频 Brand Identity Manual.
  • Divisions/departments should work closely with the Community Relations Office to establish content, photographs, and timelines for each project.
  • The Community Relations Office, in collaboration with the responsible administrative unit, will approve the final copy prior to production.

  1. If projects are produced by an off-campus design agency or vendor the department/division must consult with the Community Relations Office prior to beginning the project to establish content, photographs, and logo standards.

  2. Materials produced by student clubs and the student government enjoy special status under State law and generally operate fairly independently except for observance of the established purchasing and bid procedure. In addition, these groups are required to follow the logo standards outlined in the 麻豆视频 Brand Identity Manual. For publications and promotional materials distributed off-campus, students must follow the guidelines outlined in this procedure. Student projects are supervised by the Student Life Office.

  3. The YVC bookstore is allowed to design and order promotional materials that fit the needs of the student population but will comply with the 麻豆视频 Brand Identity Manual.

  1. For on-campus printing, the originating division/department is required to submit a job ticket to the Print Shop. Charges are billed to the requestor.

  2. For off-campus printing, all college publications and promotional materials must first be reviewed by the Print Shop to determine if it is feasible to print on-campus. If not, then the originating department must process and submit a requisition with a copy of the final proof to the Community Relations Office for signature approval before processing through the Purchasing Office. Charges are billed to the requestor.

  1. The originating division/department must consult with Community Relations to review script content and discuss filming options. Guidelines for video production are outlined in the 麻豆视频 Brand Identity Manual. This includes all video produced in-house or projects contracted with an outside vendor.

2.11 - Signature Authority

Update Approved by Administrative Council on June 10, 2025

Purpose

The purpose of this Signature Authority is to establish standard procedures for authorizing expenditure transactions and similar items for the college. The college Board of Trustees has delegated certain of its authority to the college president (see 2.02 Delegation of Authority).  The college president, in turn, authorizes the following signature authority when such actions are in accordance with established budgets for the department/division. It is against the law and college policy for anyone to expend public funds without first obtaining proper authority, which is granted only when the final signature has been secured. (Reference RCW 42.52 Ethics in Public Service Law) The final signature authorizing the action must be obtained in advance in all instances. After-the-fact transactions will be authorized only in emergency situations.

Department/division administrator: President, vice presidents, academic deans, assistant deans, director of accounting services, director of budget services, director of facility operations, director of library/media services, chief human resources officer, and chief information officer services and distance learning.

Division/Department Signatory: An individual (such as a fiscal tech, program assistant, secretary senior, administrative assistant, assistant director, or faculty) designated by the department/division administrator to monitor budget accounts.

The department/division administrator will appoint a division/department signatory who will have primary signature authority over account transactions such as expenditures and transfers within the limits of their assigned authority.

Department/division administrators are responsible for completing and updating the Signature Authorization Form that includes the name of persons authorized to approve expenditures and the signatures of authorized persons.

Listed below are the dollar limitations and signature requirements for expenditure transactions.

Department/division administrators must notify the director of accounting services via e-mail when they have delegated signature authority to a designee in their absence.

2.15 - Posting and Publicity

麻豆视频 reserves the right to regulate the time, place, and manner of delivery of all communications at the college. College facilities may not be used for commercial solicitations, advertising, or promotional activities except when such activities clearly serve YVC鈥檚 educational objectives and when they are conducted under the sponsorship or at the request of a college department or the Associated Students of YVC ().

All materials posted must comply with the Washington Administrative Code, reflect YVC鈥檚 mission, and be approved prior to posting. Materials must be approved prior to posting on the Yakima Campus by the Student Life Office or on the Grandview Campus by the Student Life Office or Dean鈥檚 Office. The Community Relations Office must approve all college material before it is posted off campus and may also approve material for posting on campus.

  • Approval: Banners, posters, flyers, digital advertisements, and signs must be approved prior to posting to ensure compliance with YVC policy. All postings are subject to removal if not in compliance with these Duration of posting is two weeks; renewal may be obtained by request.
  • Posting Locations: Approved postings may only be affixed or displayed on existing bulletin boards, white boards, and temporary easel/sandwich boards. No posting on windows, walls, building exteriors, or posted on campus grounds without special permission from the Director of Facility Operations on the Yakima Campus or the Dean of the Grandview Campus.
  • Removal of Materials: Clubs, groups, and individuals who sponsored the posting of the material are responsible for removing their respective print/physical materials at the end of the event or posting deadline.

  • Student centered: Information should pertain to our student population and must be consistent with YVC鈥檚 mission.
  • Practical: Postings should be easy to read, concise, and appealing to the readers鈥 eye.
  • Informational: Messages should provide adequate, concise information including dates, times, and contact persons if appropriate
  • Timely: Course and event announcements should be displayed in advance of and removed immediately following the event.
  • Accurate: Information should be accurate and legible.
  • Grammatically correct: All announcements should be free of errors to improve clarity and to reflect well on the college.
  • Professional: Postings should follow the guidelines in the 麻豆视频 Brand Identity Manual.

  • Large Banners: Hanging of vinyl or handmade banners is allowed with permission on a case-by-case basis by the Director of Facility Operations in Yakima or the Dean鈥檚 Office in Grandview.
  • Sandwich Boards & Easels: The use of sandwich boards and easels is allowed and they are available in the Student Life Offices in Yakima and Grandview. They must be placed so that building ingress and egress are not impeded.
  • Table Tents: Space is available for clubs, organizations, departments, and programs on tables in student areas.
  • Instructional Areas: Bulletin Boards and open space in all classrooms, labs, and instructional areas are subject to approval by respective Dean or designee.
  • Electronic Displays: Announcements related to student events or activities may be placed on the electronic displays. Contact the Community Relations Office to request posting to the college鈥檚 electronic displays.
  • Event Publicity: To arrange for coverage of an event or activity contact the Community Relations Office. Reference YVC Policy and Procedure 2.01 Advertising and 2.06 Media Relations.
  • Web posting: To include information on the main YVC website calendar or portals contact the Community Relations Office.
  • Student Publication: Announcements relating to students can be submitted to the Student Life Offices in both Yakima and Grandview for placement in monthly newsletters.

The following are prohibited:

  • Flyers on vehicle windshields
  • Chalk on the sidewalks or buildings
  • Posting on any fire suppression or detection devices
  • Banners or other signage on YVC鈥檚 Pedestrian Bridge.
  • No posting on windows, walls, building exteriors, or posted on campus grounds without special permission from the Director of Facility Operations on the Yakima Campus or the Dean of the Grandview Campus.
  • Window paint is prohibited
  • Use of transparent scotch, duct, packaging or any other tape, outside of painters tape is prohibited.
