Introduction
An equity focus on policy recognizes the need to eliminate inequalities in educational outcomes of students from underserved and underrepresented populations. Such lens is race/color conscious and seeks to eliminate widening postsecondary gaps for historically marginalized groups. These groups may include (but are not limited to): race/ethnicity, religious expression, veteran status, nationality, including underrepresented groups and new immigrant populations, people who identify as women, age, different socio-economic groups, people with both apparent and non-apparent disabilities, people of various gender and sexual identities and expressions. Furthermore, it seeks to shift accountability to the institution rather than to the students and allows the organization to see when policies and practices that appear to be beneficial are creating a worsening inequality.
An equity lens is a process for analyzing the impact of the design and implementation of policies on under-served and marginalized individuals and groups, and to identify and eliminate barriers.
Purpose
This protocol is a tool for capacity building, education, and establishing common language in the context of policy review. Furthermore, it will act as a prompt to review current policies established by YVC.
Policy Review for Equity (PRE) Procedure:
- At a minimum, individuals responsible for creating and updating policies and/or procedures must go through equity tool training before beginning policy reviews.
- Departments can use the feedback tool for their own internal use to collect feedback from department colleagues.
- Departments can choose to send their updated policies, to the Policy Review for Equity Work Group, for additional review/feedback. Responses will be sent via the Feedback Form.
- Policy updates that impact administrative procedures and/or board policies, must go through the appropriate process with Admin Council and Records Management.
Recommended Timeline for Reviewing/Updating Standard Operating Procedures:
- Recommendation: Departments review two current Standard Operating Procedures (SOPs) per quarter, as capacity allows
- Departments requesting additional reviews and feedback from the PRE Work Group can take approximately 2-4 weeks, based on the meeting agendas of the work group
- Recommended Mandate: creation of any new policies, procedures, SOPs must go through the equity lens tool
- Recommended Mandate: review and updates of any current policies, procedures, or SOPs must go through the equity lens tool
Phased Approach to Applying the Tool to Policies, Procedures, and SOPs:
- Phase/Priority 1 鈥 creating of new policies or updating current policies
- Phase/Priority 2 鈥 updating policies that haven鈥檛 been reviewed in five or more years
- Phase/Priority 3 鈥 identifying/creating 鈥渕issing鈥 policies/procedures
To receive the Equity Lens Tool, you must first attend a training session with members of the PRE Work Group. Full details regarding the tool and protocol will be provided at the training sessions.
- Thursday, April 16: 3-4:30 p.m. in Deccio: Parker Room (Yakima)
- Friday, April 17: 10:30 a.m.-12 p.m. in 056-115 (Grandview)
- Friday, April 24: 3:30-5 p.m. for ASYVC Officers & Student Club Officers (hybrid, physical location TBD)
Additional online training dates will be scheduled for summer 2026.
